The reforms and the disagreements in Brasilia

Brazilian politics watched baffled when the national president of the PSDB, senator Aécio Neves (MG) dismissed Senator Tasso Jereissati (CE) from the party’s interim command last week. The senator from Minas Gerais appointed the party’s vice president, Alberto Goldman (SP) to preside over the party. Tasso yearns to be a presidential candidate next year, however, Aécio, from another group, has other interests. The fact weakened not only the already divided party, but also the government, which no longer sees PSDB as an ally, so much so that a new ministerial reform must take place within the next 15 days.

The revindications of the PP and the PTB should take Bruno Araújo (PSDB/PE) out of the Ministry of Cities and Luislinda Valois (PSDB/BA) from the Human Rights Ministry. The position of Antonio Imbassahy (PSDB/BA) in the Department of Government is also threatened. It is already spoken of moving him from office, but he would remain a minister of President Michel Temer, with whom he narrowed relations mainly during the denunciation negotiations in the Chamber of Deputies. The PSDB is seen as a party that delivers less than other parties allied with the government.

These changes would have a particular purpose: the Social Security Reform, which in recent weeks has been discussed behind the scenes, to be more concise, so that it gathers consensus once it reaches the National Congress, avoiding major discussions and amendments. According to Finance Minister Henrique Meirelles, a new text will be presented by the end of next week.

Even with so many behind the scenes action, this week the deputies, due to the mid-week Proclamation of the Republic holiday, will probably skip work. This is the main reason behind the lack of a voting schedule during the week.

In the Plenary of the Chamber of Deputies there are only non-deliberative sessions of debates, where we should expect criticisms regarding the emptying of Brasília and also about the Labor Reform, which came into effect last Saturday, 11th.

There are no meetings scheduled on the House Committees.

In the Senate, even with the turbulence of some of individuals, the scenario is calm, without major controversial issues for deliberation in the Plenary, which has in its agenda a bill that determines that the proceeds of the collection of part of the federal taxes on drugs and products which derive from tobacco should be linked to the National Health Fund (PLS 147/2015); and also a project that provides for the counting of procedural deadlines (PLC 100/2017).

In the Commissions, due to the National holiday, the works are limited. We highlight the public hearing of the Constitution and Justice Commission (CCJ), on Tuesday 14, to evaluate the implementation and results achieved by the National Policy on Public Security, with emphasis on the country’s public security landscape and the main difficulties for the implementation of said Public Policy; with the presence of representatives of the Candido Mendes University; of the University of the State of Rio de Janeiro; of Amnesty International – Brazil; of the University of the State of Rio de Janeiro; of the Brazilian Forum of Public Security; of the State Department of Criminal Executions and Corregidor of the Prisons of São Paulo.
