The last week of the parliamentary recess will be marked by government adjustments to the Pension Reform negotiations. The deliberation that should be the focus in February has been an obstacle for the Planalto on the implement of its economic reforms. However, even with the longing on the Reform approval, all caution is necessary for the vote raise.
Constitutionally, the beginning of the legislative work should take place next Friday, on February the 2nd. However, the presidents of the Congress Houses, Senator Eunício Oliveira (PMDB / CE) and Deputy Rodrigo Maia (DEM / RJ), decided to initiate the legislative year next monday, the 5th. At the Congress opening event, there is a possibility that President Michel Temer presents the presidential message, which brings the executive’s plans for the year. If he can not attend the event, the messege may be presented by the Minister of the Civil House, Eliseu Padilha
The postponement of works is seen by the Houses as a reduction of expenses. The parliamentarians cost to move to Brasília for only one day of the week and return to their bases in the same Friday is very high.
On the other hand, in a bearish analysis, the postponement could affect the schedule of the Pension Reform, due to the 19th. Even the Chamber’s President, Deputy Rodrigo Maia (DEM / RJ) has already expressed the possibility of delaying the matter. This does not please the Planalto, who wants to be done with the matter as soon as possible.
In the Executive branch, in addition to the negotiations regarding the Pension Reform, the government plans are to create the Ministry of Public Security. This would be a dismemberment of the Ministry of Justice. In 2017, the Ministry of Justice had the inclusion of the expression “Public Security” in its name, but its physical, budgetary and functional structure was not redone.
