Independence or consensus in Brasilia
In the week celebrating the 195 years of Brazil’s independence, Brazilian politicians are working hard to pass important projects for the government. The lack of consensus at negotiations has hindered the deliberations, as a result, last week’s subjects were delayed to be appreciated this week: political reform, fiscal goal and the Provisional Measure (MP, in the acronym in Portuguese) that allows the installment for union debts, individual taxpayers and business taxpayers (Refis).

The lack of consensus at negotiations has hindered the deliberations, as a result, last week’s subjects were delayed to be appreciated this week: political reform, fiscal goal and the Provisional Measure (MP, in the acronym in Portuguese) that allows the installment for union debts, individual taxpayers and business taxpayers (Refis).
To complicate the government’s situation, the Attorney General, Rodrigo Janot, is expected to file a new complaint with the Brazilian Federal Supreme Court (STF) against President Michel Temer, who arrives from China, on Tuesday (06), for obstruction of justice and criminal organization.
Janot remains in office until Semptember the 17th, and several complaints related to politicians are expected, which would hinder the political scenario the country. To make matters worse, this week, the Supreme Court rapporteur, Edson Fachin, may approve Lucio Funaro’s plea bargain deal. He is considered PMDB’s financial operator.
Last week, the National Congress approved the text of 2017 and 2018’s fiscal goals. However, there are amendments left for deliberation, so that the matter comes to na end in the contexto of the Legislative Power. That can happen on Tuesday, the 5th.
Realizing a delay in deliberating the Provisional Measure for Refis (MP 783/2017), the government issued last week another Provisional Measure (MP 798/2017), extending its deadline until September the 29th for joining the Special Tax Regularization Program, since the first MP was valid until August the 31st. It is hoped that the first MP may be deliberated this week, after the negotiation of its text with leaders that aims to reduce the losses in the collection of taxes, which the parliamentarians approved preliminarily in the Committee.
We highlight that the original text of the MP 783/2017 was modified by parliamentarians, giving discounts ranging from 25% to 90% to 85% to 99% on fines, late fees, legal fees and attorney’s fees. This change would drastically reduce the collection with Refis, which would be around R $ 400 million.
Congressman André Fufuca (PP/MA), interim President of the Chamber of Deputies, although still under the supervision of Rodrigo Maia (DEM/RJ), is also working on a deal for the deliberation of a proposal from congresswoman, Mrs Shéridan (PMDB / RR), that prohibits coalitions for the proportional elections (deputies and councilmen) already for next year’s elections, and creates a performance clause to the Parties (PEC 282/2016).
Among the commissions, we highlight a hearing of the Committee on Environment and Sustainable Development (CMADS) on Tuesday about the advances and challenges of reverse logistics, with the presence of the Department of Environmental Quality and Waste Management of the Ministry of Environment; of the Brazilian Association of Public and Special Cleaning Companies (Abrelpe); of the Brazilian Association for the Management of Reverse Lighting Logistics Products (Reciclus); Business Commitment to Recycling (Cempre); and the Sustainability Department of the Brazilian Electrical and Electronic Industry Association (Abinee).
On the same day, a Special Commission on Technological Innovation in Health will hold a hearing that will discuss the technological innovation in radiology and imaging; representatives of the following companies: Philips; Toshiba; Samsung; and Esaote.
In the Senate, two MPs block the Plenary agenda: MP 777/2017, that creates a new interest rate of the National Economic Development Bank (BNDES), a Long Term Rate (TLP); and MP 778/2017, on the installment of debts with the National Treasure regarding the States, Federal District and Municipalities contributions on social security.
On Wednesday (6), we emphasize, in the Commission for the Constitution of Justice and Citizenship (CCJ), the deliberation of the proposed constitutional amendment that establishes parliamentarism in the country (PEC 102/3015).
Finally, there are meetings of the committees scheduled so far, that will analyse the following provisional measures edited: MP 782/2017, which gives ministry status to the Secretary of State; MP 784/2017, which deals with the leniency agreement; MP 785/2017, which reformulates the Student Financing Fund (FIES); MP 790/2017, which expands the search time and requires environmental responsibility from miners; and MP 793/2017, which allows the renegotiation of Funrural liabilities.
