Brazilian House of Representatives approves Projects to combat Coronavirus
Faced with the covid-19 (Coronavirus) pandemic, the plenary of the House of Representatives approved yesterday (17/03) three proposals to help cope with and the evolution of the disease in Brazil.
Congresswoman Carmen Zanotto (Cidadania-SC), in collaboration with 20 (twenty) parliamentarians proposed a Complementary Law (PLP 232/19) with the aim of making the use of remaining resources at the end of the year, transferred by the federal government to states, federal district and counties, for application in public health actions and services.
In other words, the Project approved yesterday authorizes the states and counties to use resources from the Ministry of Health from previous years in different health services from those originally planned.
Among the allowed actions for the application of the remaining resources are: health surveillance, including epidemiological and sanitary; comprehensive and universal health care at all levels of complexity; production, acquisition and distribution of specific inputs from the health services of the Unified Health System (SUS), such as immunobiologicals and blood products.
The project also establishes that mayors and governors must prove the use of resources in the annual management report and accomplish commitments previously established by the public health system management, include resources in the annual health program and in the law in addition to informing the respective Health Council.
In addition, the Plenary also approved a proposal by Deputy Dr. Luiz Antônio Teixeira Jr. (PP-RS) and Congresswoman Carmen Zanotto, in the form of a substitute presented by Deputy Pedro Westphalen (PP-RS), prohibiting the export of medical, hospital products that are essential to combat the Coronavirus pandemic in order to keep the market supplied and avoid the lack of the following products:
– Personal protective equipment for use in the health area, such as latex glove, nitrile glove, waterproof apron, goggles, beanie, surgical masks and facial protector;
– Mechanical pulmonary ventilator and circuits;
– Hospital beds; And
– Multi-parameter monitors.
The deputies also approved the Draft Legislative Decree (PDL) 87/20, deputy Dr. Luiz Antônio Teixeira Jr. (PP-RJ), which suspends a resolution article of the National Health Surveillance Agency (Anvisa) to enable the sale of alcohol in larger packages than currently allowed.
According to the author, representatives of supermarkets asked for the release of larger packages of liquid alcohol, especially the one with 70% concentration (GL), which had its commercialization restricted by Resolution 46/02 due to the risks of accidents and burns.
