The government is facing great challenges in politics due to the number of “fires” that must be controlled in Brasilia, being mainly concerned with the discussions in the Legislative Branch regarding the changes in the Provisional Measure (MP, in the acronym in Portuguese) of the Refis – Corporate debt programme – which significantly changes government revenues (MP 783/2017); the Political Reform and also the announcement of the new fiscal target that should occur on Monday, the 14th.
Adding to the concerns, the so-called “Centrão” (center) is a concern in the support of a new complaint against President Michel Temer; second and third-tier positions are being negotiated as a way to consolidate the government’s base, considered weakened after the Chamber of Deputies vote in plenary on the complaint against President Temer for passive corruption. Support is also needed for the Social Security Reform, already discarded by many due to the instability of the parliamentarians considered from the base; since, to be approved, 308 votes (3/5 of the deputies) are needed.
Another reform in evidence is the tax reform, which, according to its rapporteur, Deputy Luiz Carlos Hauly (PMDB / PR), should be analyzed by the end of August. On Tuesday, in the Finance and Taxation Commission (CFT) of the Chamber of Deputies, there will be proposals for reform. It is important to note that the rapporteur has presented his proposal throughout the country, aiming at the comprehensive support of parliamentarians and society.
In speeches we already see a certain distance from the presidente of the House, Rodrigo Maia (DEM/RJ), and the government. He has been more impartial in his statements, something considered dangerous considering the aforementioned government problems.
In order to speed up the work, the House Plenary scheduled sessions on Monday with the intention of deliberating Provisional Measures such as the one that changes rules for the constitution of guarantees in financial transactions (MP 775/2017); the one that treats the amendment in the Law of Public Registers (MP 776/2017); and the one that modifies the conditions of the REFIS, program of pardons of the companies’ debts (MP 783/2017). In addition, projects on measures to prevent and repress smuggling (PL 1530/2015) and a Project that increases penalties for those committing trademark and patent crimes (PL 333/1999) will be considered. We also point out that the proposal for a constitutional amendment that changes the procedure for assessing Provisional Measures by the National Congress (PEC 70/2011) and the bill on lobby regulation (PL 1202/2007) are still on the agenda.
In the Commissions, the Special Political Reform Commission will continue to discuss and vote on the report of Vicente Cândido (PT / SP) on Tuesday, the 15th. On the same day, the Special Commission that improves the National Statute of Microenterprise and Enterprise of Small Size (PLP 341/2017) will hold a hearing to discuss the issue with the presence of the Executive Secretary of the National Simples Manager Committee, Silas Santiago; and the President of the National Federation of Trade Boards, Mr. Rafael Bastos Lousa Vieira.
The four-month report on the rendering of accounts of the SUS Federal Manager will be presented next Thursday, 17, in the Joint Budgetary Committee, in audience with the presence of the Minister of Health, Mr. Ricardo Barros.
In the Senate, the highlights in the Plenary are the Proposed Amendment to the Constitution that provides simplified accounts for smaller municipalities (PEC 77/2015) and the Proposed Amendment to the Constitution that establishes that members of the Electoral Court cannot have Party membership in the two years prior to taking office or at the beginning of the term of office (PEC 4/2017).
In the Committees, we highlight the hearing in the Committee on Social Affairs (CAS), on Wednesday (16), of the person appointed to the position of Director of the National Agency of Supplementary Health (ANS), Mr. Rodrigo Rodrigues de Aguiar, who will fill the position of Mrs. Martha Regina de Oliveira, who resigned in May, 2017.
In the Social Affairs Commission (CAS), on Tuesday, a public hearing will be held to discuss issues related to interchangeability between biological and biosimilary medicines, with representatives of the Brazillian Health Regulatory Agency (ANVISA); of the National Commission of Incorporation of Technology in the SUS of the Ministry of Health (CONITEC); The Brazilian Medical Association (AMB) and Biored Brasil.
The Parliamentary Commission of Inquiry for the purpose of investigating irregularities in loans granted by the BNDES under the globalization program of national companies, in particular the financing line specific to the internationalization of companies, from 1997 – the so called “CPI of BNDES” (CPI stands for Parliamentary Investigation Commission) – will carry out Meeting on Tuesday (15), to assess the work plan of the commission.
Another CPI in the Senate that will meet this week is the one related to Social Security, which will hold a public hearing on the afternoon of Monday 14, with representatives of the municipalities of Guarulhos/SP and Manaus/AM; a representative of the State of Rio de Janeiro and a representative of the National Union of Attorneys of the National Treasury.
Finally, there will be meetings of the committees that analyze some of the provisional measures published, such as: MP 777/2017, which creates a new rate for BNDES contracts; MP 780/2017, which establishes the Non-Tax Debt Regularization Program (PRD); MP 781/2017 on Penitentiary Fund; and MP 785/2017, which reformulates the Student Financing Fund (Fies).
