Brasilia and the new complaint

Last week, the delivery of a new complaint against President Michel Temer, took place for criminal organization and obstruction of justice, and now, it must be submitted to the Chamber of Deputies on Wednesday 20th, when it will be analyzed by the Commission of Constitution, Justice and Citizenship (CCJC) and the House Plenary. The government’s climate of concern, as several politicians linked to Temer were indict by Rodrigo Janot, former Attorney General.

Before sending the complaint to the Chamber of Deputies, the Supreme Court (SFT) will deliberate this Wednesday if the Attorney General’s Office (PGR) will or will not suspend release of the new complaint against President Michel Temer until all the facts related to the JBS group’s disclosure are cleared up. Reminding that on Monday, a new Attorney General of the Republic took office, Mrs. Raquel Dodge.

While things are heating up in Brasilia, President Temer will travel to the United States on Monday, where he will participate in the United Nations General Assembly; meanwhile as Rodrigo Maia (DEM / RJ) replaces him in the Presidency of the Republic he will also, lead the Chamber of Deputies for the deliberation of the Political Reform, expected for this week.

The government is concerned with the new accusation, but on the other hand, is relieved by the fact that Mr Carlos Marun (PMDB-MS), a member of the Michel Temer’s Frontman in Congress, was appointed rapporteur of the Joint Parliamentary Committee of Inquiry (CPMI) on JBS’s case, which will meet on Tuesday, March 19th, when it is necessary to present the Committee scheduled activities.

In Congress, President Maia will work on the consensus for a more lenient political reform proposal – PEC 282/2016 – which prohibits coalitions for proportional elections (deputies and councilors) for 2018 poles and create a clause of performance for the elected; in addition, the proposal to establish the “ big district” for the 2018 and 2020 elections and the “mixed district” from 2022 onwards will also establish public fund to finance campaigns (PEC 77/2003).

It is also expected that later this week, the Plenary will decide on the Provisional Measure (MP 783/2017) that allows the installment of debts with the Union, both individuals and legal entities (Refis).

Among the commissions, we highlight the hearing of the Special Commission on Technological Innovation of Health on Tuesday that will discuss the innovation on drug development that will feature representatives of the Association of Pharmaceutical Industry Research (Interfarma); and also the Brazilian Association of the Industry of Prescription-Free Medicines (ABIMIP); and the Ministry of Science, Technology, Innovation and Communication – MCTI.

Another highlight for this week is the deliberation of the Bill that defines corruption in the private sector as a crime (PL 3163/2015), which is in the agenda of the Commission on Constitution, Justice and Citizenship (CCJC). Tadeu Alencar (PSB / PE) – for constitutionality.

The Senate Plenary is still without major matters of mediatic relevance; however, we highlight the project that establishes a Public Funding for Campaign (PLS 206/2017) and the proposal establishing a National Fund for Development of Public Security (PEC 24/2012).

About the committees, on Tuesday, 19th, the new Chief Prosecutor for Administrative Council of Economic Defense – CADE will be announced – Walter de Agra Júnior, in the Committee of Economic Affairs (CAE). On the same day, we highlight the public hearing of the Social Affairs Commission (CAS) about the abusive health plan adjustments, which will be attended by National Agency of Supplementary Health representatives; of the National Consumer Secretariat (Senacon); of Unimed do Brasil; of the Brazilian Association of Group Medicine (Abramge); of the National Federation of Supplementary Health (FenaSaúde); and the National Union of Self-managed Health Institutions (UNIDAS).

We also highlight the public hearing of the Committee on Economic Affairs (CAE), on Wednesday, to assess the serious fiscal crisis faced by the country. The hearing will count on the presence of the Secretary of Economic Monitoring of the Ministry of Finance, Mr. Mansueto Facundo de Almeida Junior; of the Executive Director of the Independent Fiscal Institution – IFI (Federal Senate); Mr. Felipe Scudeler Salto; and the economist, Mr. Nilson Teixeira.

Finally, meetings of the committees that analyze some of the provisional measures published as MP 785/2017, which reshapes the Student Financing Fund (Fies), are scheduled so far; MP 789/2017, which amends legislation on Financial Compensation for the Exploration of Mineral Resources – CFEM; and MP 790/2017, which expands the search time and requires mining responsibility.
