What is the difference between local bidding and international bidding?
The difference basically means the coverage of the procedures: which agents could participate?
In local biddings, local entities and foreign entities regularly established in Brazil, which comply with the requirements established by art. 28, V. Federal Law n. 8.666/93 can participate.
In the other hand, international biddings allow the participation of national entities, foreign entities established in Brazil and foreign entities which do not have any connection with Brazil, that they comply with art. 32, § 4, Federal Law n. 8.666/1993.
