Who has the power to judge the appeal?
The Public Organization has the power to judge all appeals both on actions from Bidding Committee and on Bidders. It is important to state that both Bidding Committee and Bidders do not have power to judge appeals from their decisions.
The appeal makes the decision taken by the Committee or by the Bidder will be analyzed by another Authority designed by the regulation. If the regulation does not specify, it will be the Authority which is hierarchically superior to the Bidding Committee that will decide.
