Less than a month into the mid-year recess, the Temer administration will have major challenges for the weeks to come, if it wants to succeed in the promised reforms. The low popularity of the President, the repercussions of the Car-Wash operation, and the low parliamentary quorum in June, due to the popular festivities this month, contributed to the delay in the votes cast.

There is also the expectation that Attorney General, Rodrigo Janot, will file a complaint against Temer, who will travel abroad this week (to Russia and Norway) until Friday.

In the Judiciary, the First Panel of the Federal Supreme Court judges will decide, on Tuesday (20), on the suspension of the mandate of senator Aécio Neves and request for arrest of the senator by the Attorney General’s Office (PGR, in the Portuguese acronym).

This week we are likely to have the continuation of the Labor Reform, which is to be deliberated in the Senate’s Social Affairs Committee (CAS) on Tuesday, following the Plenary of this House, where great barriers to approval are not expected. Presidential sanction is the next step after the Senate’s approval.

The Pension Reform remains a mystery, because the basis of government in the Chamber of Deputies is fragmented, and cannot be considered stable to reach the 308 votes necessary for its approval in the Plenary. This scenario is cohexists with the insistence of the President of the House, Rodrigo Maia, that affirms that the House is not being affected by the political crisis of the country.

The Planalto will also be alert to the possible conclusion of the expert reporto n the recording of Joesley Batista, one of the owners of the J & F group, in compromising conversation with President Michel Temer

In the Senate, the Proposed Constitutional Amendment, which establishes the Audit Courts as permanent bodies and essential to the external control of public administration (PEC 2/2017), is included in the Plenary for deliberation, and the Bill amending the Statute of the Elderly, giving special treatment to those over 80 (PLC 47/2015), will also be discussed.

In the Chamber of Deputies, we highlight the discussion in the Plenary of the project on measures to prevent and repress contraband (PL 1530/2015), and the project that increases penalties for those committing crimes against trademarks and patents (PL 333/1999).

In the specialized commissions, Deputies must vote on the Constitutional Amendment Proposal, in the Constitution, Justice and Citizenship Commission (CCJC), which “provides for direct elections in case of vacancy of the Presidency of the Republic, except in the last six months of the mandate” (PEC 227/2016), on Tuesday. We recall that a similar subject has already been approved by the Senate.

Also on Tuesday, the Seminar “Solid Waste Management in Brazil and the Challenges to Compliance with Law 12,305/2010” will take place in the Participative Legislation Commission (CLP), with the participation of several entities and the Minister of the Environment, Sarney Filho.

On the same day, we highlight the hearing of the Special Commission of Technological Innovation of Health, that will discuss technologies, medicines and treatment of rare diseases in the presence of the Institute Vidas Raras, the Ministry of Health and the Brazilian Medical Association.

Finally, meetings of the commissions that analyze some of the provisional measures are scheduled, such as: MP 771/2017, which creates a temporary authority to administer the legacy of the Olympic Games; MP 773/2017, authorizing states and municipalities to compensate constitutional limit; MP 779/2017, which makes payment of airport concessions flexible; MP 780/2017, which establishes the Installment Program of non-tax debts; and MP 783/2017, which establishes the Special Tax Regularization Program.
