Must the International bidding terms be published in foreign language and announced abroad?
The constitutional principle of publicity must be complied regarding the coverage given to the bidding procedure. Therefore, the international bidding terms must be published in Portuguese and in foreign language (English, usually) and announced abroad. Moreover, it is necessary to grant the permission to foreign companies that are not located in Brazil participate in local bidding procedures.

These are the main requirements to characterize and concretize the international bidding in accordance with the understanding of Brazilian Federal Court of Auditors (Acórdão nº 2672/2017 Plenário).
