What is the nature of the Minute of Price Registration?

The Minute of Price Registration is not a contract. It is a document that creates obligations, a link as stated by the case law from the Federal Audit Court. It creates obligations and supply for the Bidder registered in the Minute, but the Public Administration is not requested not contract what is registered in the Minute. Therefore, the legal system of the Minute is one, while the administrative contract is another.
